A low-paying company that takes a scattershot approach

The assistant manager + finished-goods purchasing employee is the boss’s cousin. She has been with the company for 15 years and is deeply entrenched. She was cheated out of more than 1.3 million, and also has considerable personal debt, totaling more than 6 million. She works part-time at night and on holidays, has no focus at work during the day and slacks off, is prone to emotional outbursts and irritability, and has emotional issues. She is seeing a counselor.
The company’s management department needs reform and a complete system established. The person least cooperative is this cousin. She repeatedly opposes things, and does tasks entirely according to her personal preferences; as long as she dislikes something, she opposes it.
The purchasing department has already gone through two people, both because of problems with this cousin.
Yet the boss refuses to face this 15-year-old problem and instead wants me, an outsider, to manage this cousin. It is completely putting the cart before the horse.
If you are interviewing for the purchasing supervisor position, think carefully.
Your seat is directly opposite this cousin. The office has only the purchasing supervisor and the cousin. The cousin talks on the phone extremely loudly at work and shows no respect for others at all, making it truly impossible to concentrate on work!!

Nothing much to say. The smallest company I've ever encountered.
