But the root cause is the manager’s actions, which leave everyone both unwilling and unable to put in the effort.
They have consistently managed people haphazardly, so it is no wonder the capabilities of an important department in the company have never improved. They clearly come from a business background, yet they insist on teaching people how to write proposals and come up with ideas. The company needs someone who genuinely understands these things. Instead, they are often self-satisfied, while the team still has to cater to them and humor them like a child; otherwise, they become emotional again and block processes.
