The supervisor lacks accountability and management experience; even big and small matters require the director's decision
When something goes wrong, the supervisor tends to hide behind the scenes and let employees take the blame
The supervisor is unable to create a sense of belonging for new employees
For senior staff, it is a good place to wait for retirement
Work is distributed unevenly
