The HR manager asked me to introduce myself during the interview.

After I finished my self-introduction, the HR manager asked why I had stayed at my previous companies for only a little over two years at most, and asked me to explain briefly. Then the IT manager came in and asked me conversationally:

At my previous company, which servers and what equipment had I managed at the government agency? They also asked about database backups.

Halfway through, they said their boss wanted to see my résumé and took me to another small meeting room.

After the department head finished the interview, the IT manager asked whether the unfinished DB was in a virtual machine or what.

It was a physical host. Overall, from top to bottom, it felt like the department head held the power, while the IT manager had little authority and only wanted to push down the salary to get someone to join.

The HR manager said that their company was undergoing an IT transformation and that they were going to implement SAP. It is not that simple.
