Departments operate in silos, and there is a great deal of turnover among managers. Senior management only keeps aggressively asking why performance is poor, but provides no practical solutions. Managers do not drive decision-making; instead, they expect specialists to propose solutions. The level of digitalization is extremely poor, so a lot of data has to be processed manually. It is utterly pointless.
