1. The legal department's systems are outdated, personnel are randomly assigned cases, there is no online legal system, and the caseload is extremely heavy.

There are no clear standards for departmental contract reviews, and a case needs to wait more than two weeks for a supervisor's secondary review. If it is returned, a single case may be delayed for more than a month. However, supervisors often require the review personnel's signature date to be changed, causing frontline reviewers to take the blame.
