Unlike private companies, you cannot be arbitrarily laid off.
Cons
I worked as a contract inspector in the Disease Control Division. No one in the division would train new employees at all. After assigning work to a newcomer, they expected the newcomer to complete it while asking questions of unfriendly, surly veterans. The entire division was extremely unfriendly toward newcomers and had no tolerance whatsoever, especially toward civil servants who entered through the national civil service examination.
