Kuan Chuan Telecom insider trading case... Chairman and vice chairman confess and surrender criminal proceeds; Taipei prosecutors indict them and request reduced sentences

2026-03-26 11:14 United Daily News/Reporter Hsiao Ya-chuan/Taipei instant report

NetComm, an Australian customer of Kuan Chuan Telecom (8089), underwent liquidation and reorganization in 2024, affecting more than NT$100 million. Jen Kuan-sheng, chairman of parent company CMC Magnetics (3047) and Kuan Chuan Telecom, and Kuan Chuan vice chairman Chiu Yu-chang allegedly bought and sold shares through the accounts of employees, relatives, and friends during the prohibited trading period, gaining more than NT$2.11 million and avoiding losses of more than NT$2.19 million. The Taipei District Prosecutors’ Office concluded its investigation today and indicted the two on suspicion of insider trading after they confessed and surrendered the criminal proceeds, requesting reduced sentences.

On March 14, 2024, Kuan Chuan announced significant information stating that it had received notice from the liquidator of customer NetComm Wireless Pty Ltd that the customer had applied for liquidation and reorganization. The amount affected by the customer’s liquidation consisted of US$626,000 in accounts receivable and NT$86.286 million in inventory prepared according to the customer’s orders, for a total impact of approximately NT$106.031 million.

Prosecutors determined that NetComm entered liquidation proceedings on March 11, 2024, after a senior vice president surnamed Wei of Kuan Chuan learned of the matter by email. Kuan Chuan’s subsequent response was limited to technical and detailed procedures such as verifying the exact amounts of accounts receivable and inventory. NetComm’s entry into liquidation proceedings constituted clear material information on March 11, and the prohibited trading period ran from March 11 through 12:10 p.m. on March 15.

The indictment states that Kuan Chuan chairman Jen Kuan-sheng learned of the material information on March 13, 2024, and allegedly used the securities accounts of uninformed employees surnamed Wu and Chang to sell Kuan Chuan shares and then buy them back. Between March 14 and 18, he gained a total of NT$1,363,070 and avoided total losses of NT$1.415 million. Kuan Chuan vice chairman Chiu Yu-chang likewise learned of the material information on March 13 and allegedly traded Kuan Chuan shares through the securities account of an uninformed niece of his spouse, a woman surnamed Huang, gaining NT$751,690 and avoiding losses of NT$781,000.

Prosecutors determined that Jen Kuan-sheng and Chiu Yu-chang were suspected of violating the Securities and Exchange Act’s insider trading provisions. Both confessed to the offenses and surrendered all criminal proceeds; prosecutors requested that their sentences be reduced in accordance with the law.

Pros

The job is fantastic. I work about one hour a day, and the remaining time is all my own.

Cons

The company, colleagues, and supervisors show no growth; overall, the company's technical capabilities are average.

It is very obvious that everyone is just getting by.

Pros

The atmosphere among colleagues is fairly good, and the building looks nice.

Cons

The supervisor has a poor personality, does not know how to respect people, and cannot lead subordinates. The processes are chaotic, rules are applied arbitrarily, and the pay is low.

Pros

None

Cons

Terrible. A bunch of management positions exist just for show—it's not the kind of situation where whoever occupies the position actually does the job.

In name only; the products are terrible, and the company is terrible too. It's both far away and awful.... A company like this should be delisted as soon as possible.

Pros

None, a company that's super far away

Cons

They're very good at painting grand visions. Even though there isn't that much work, they insist on creating a whole bunch of business initiatives. Management is practically nonexistent.

Pros

The interview was described very tactfully and sounded great, but once I joined, it was completely different.

Cons

There are too many shortcomings to list them all.

Pros

The receptionist and the interviewer were both very kind, and we had a pleasant conversation.

Cons

I spent nearly two hours inside writing things...

Logic, math, and English translation tests

A very detailed résumé, along with a bunch of questions, such as how much I know about the company, what books I have read recently and what I thought of them, what I liked and disliked about my previous supervisor, and what kind of person I hope my future supervisor will be.

At noon, the interviewer came in and said that the supervisor was out today. They might require a second interview, and he would be the one training new employees then. The entire interview was conducted in Chinese.

I recommend setting aside enough time. Writing all the paperwork by hand took far too long—my hand and neck were sore by the end—only to be told that the supervisor was not there today. After speaking with someone, I still received no result, so it felt like a waste of time.

Pros

Free coffee

Cons

After the company experienced a wave of resignations, management instead turned around to criticize the employees who had resigned; every mistake was THEIR fault, while management did nothing wrong.

A suitable place to turn yourself into a liver-of-steel workaholic

Does not respect professionalism

Pros

A company with virtually no advantages. Unless something unexpected happens, it effectively guarantees 12 months of pay per year—essentially a company with almost no benefits.

Cons

This company changes policies and decisions constantly. It is filled with relatives and well-connected insiders, while many long-serving employees occupy positions without actually getting things done. They spend all day changing the organizational structure to help certain people evade responsibility. The internal situation is practically like the waning years of the Ming dynasty: eunuchs meddling in government, with each department acting independently. The general quality of R&D staff—especially in software—is not high. Product quality is basically not cared for, the quality assurance department exists in name only, and procurement is inconsistent about buying materials. Factory delivery delays are an everyday occurrence. I advise anyone considering taking a PM position at this company to be careful, because whenever something goes wrong, it will be the PM’s fault; everything is the PM’s responsibility. I’m genuinely not exaggerating—after all, many people there can talk nonsense all day without paying a cent!

Pros

To move to the new building in Neihu, many experienced and capable employees have already left. The newly hired managers have encountered issue after issue, and it seems the company cannot return to the level it had in Wugu.
