Someone teaches you the job, but everything can only be taught once. As soon as the teaching is over, you’re expected to get up to speed immediately. If the person before you doesn’t hand the work over to the person after them, then the person after them is accused of not being proactive at work?!
After being taught once, even data from the accumulated problems of the past has to be handled by the new hire for reconciliation and offsetting entries. But the new hire can’t really understand it, so that’s the new hire’s fault—you’re being unproactive again. Why didn’t you just refuse outright?
Well, how would a newcomer who just arrived know which tasks are theirs and which ones someone else is responsible for? Isn’t the veteran who pushes things onto the new hire the one with the bigger problem?
Communication is a major problem, and there’s also a lot of blame-shifting. If you want to experience it for yourself, give it a try!
