After the interview, this company sent an acceptance message through the job bank and agreed to give me a few days to consider and respond. However, after I replied within the deadline that I was willing to start, the company's HR representative changed their story, saying that there were still other candidates to interview, and that the previous offer had therefore been changed to “under consideration.”

It is unacceptable to complain that I took too long to respond about whether I would start, while saying that interviewees could take time to consider.

If your company had other candidates under consideration, why not contact the interviewees?

I turned down other job offers because of this company, and treating an interviewee as a backup is extremely despicable!!!!!
