He lacks the ability to train newcomers, so he can only recruit experienced people from outside, while still only being willing to offer peanuts.

There is no intention of changing the system.

Basically, it has the exterior of a foreign company but the system of a small or medium-sized enterprise.

P.S. Really, don't expect much from the quarterly bonuses. They're probably just a few thousand dollars in pocket change; on average, the annual salary is about equivalent to 13.5 months of pay.
