The Japanese fast-food chain Lotteria, which has operated in Taiwan for 33 years, currently has four outlets in Taipei. However, its agent, Hsu Shun Foods, has recently been affected by suspicions that Da-Yin Co., the manufacturer of the beverage Apple Sidra, was hollowed out. As a result, employees reported that Lotteria had failed to pay their March salaries. In response, the Taipei City Government’s Department of Labor confirmed that 75 Lotteria employees had not yet received their March salaries. The company was preliminarily determined to have violated Paragraph 2 of Article 22 of the Labor Standards Act by failing to pay wages. The Department of Labor urged the employer to handle the matter as soon as possible; failure to cooperate could result in a fine of NT$20,000 to NT$1 million.

The Taipei City Government’s Department of Labor stated that it received a complaint from Lotteria employees about unpaid wages on April 16, 2019, and conducted an on-site inspection on April 17. It found that the company’s wages for March 2019 were due to be paid on April 15. As of the inspection date, 75 employees at Lotteria’s Taiwan headquarters and its Ren’ai, Xinyi, Eslite, and Shilin stores had not yet received their March salaries. The company was preliminarily determined to have violated Paragraph 2 of Article 22 of the Labor Standards Act (failure to pay wages).

Lai Hsiang-ling, Director of the Taipei City Department of Labor, stated that Lotteria had indeed failed to pay wages on time. The Department of Labor would require the employer to pay the wages by a specified deadline and urged the company to promptly come forward and properly handle the matter. If the company still failed to pay workers’ wages by the deadline, it could be fined NT$20,000 to NT$1 million under the Labor Standards Act.

The Taipei City Department of Labor urged workers with related labor issues to apply for labor-management dispute mediation with the labor authority at the location where the labor services were provided, in accordance with Article 9 of the Act for Settlement of Labor-Management Disputes. For questions about relevant labor laws and regulations, contact the Taipei City Government’s Department of Labor (the 1999 Citizen Hotline, transferred to the Labor Standards Division). Dedicated staff will provide assistance to protect workers’ rights and interests.
