There is no system at all; everything is decided arbitrarily by people. Many people only care about leaving work on time, and getting them to complete the business they are responsible for is practically impossible. It’s a good place for young people to develop patience, but I don’t recommend staying too long. Once your brain is ruined, you won’t be able to leave.
