Some positions require someone to be stationed there every day, so it is simply impossible to have fixed days off. If you are assigned to one of these positions, you have to find a colleague to cover for you in order to take time off, rather than having the supervisor proactively arrange staffing so that you can have fixed days off. It is very strange. This was the situation six years ago; I do not know whether it has improved since then.
