Everyone at manager level and above is parachuted in; there are no internal promotions. The parachuted-in staff have no technical skills at all. The old woman VP only knows how to make things difficult for people. The system architecture has been used for over a decade, and they have no intention of modernizing it. The boss isn’t really the boss; Operations acts as if it were the CEO. The newly hired manager only talks about a bunch of new technologies but lacks the ability to drive anything forward.
